(1) A notice or
document required or authorised by this Act to be served on or given to a
person may be served on or given to the person personally or by post.
(2) If the whereabouts
of the person are not known, the notice or document may be served on or given
to the person—
(a) by
publication of a copy of the notice or document in a newspaper circulating
generally throughout the State; or
(b) by
affixing it in a prominent place on the land to which it relates.
