officers or with certain approvals
No person, other than a police officer or an officer or employee of a council,
may commence proceedings against a person for an offence against a prescribed
provision of this Act without the prior approval of the Commissioner of
Police, or the chief executive officer of the council of the area in which the
alleged offence was committed.
