name or membership of a declared organisation does not affect the
organisation's status as a declared organisation.
(2) If the members of
a declared organisation substantially re-form themselves into another
organisation, that organisation is taken to form a part of the declared
organisation (whether or not the organisation named in the declaration is
dissolved).
