permitted without the need for a licence under Part 3 of the Act
if—
(a) the
lottery is conducted by an organisation on its own behalf; and
(b) the
prizes do not include any prohibited goods or services; and
(c) the
organisation, in conducting the lottery, complies with the minor lottery rules
set out in Schedule 1.
