person
If the Commissioner of Police or the Registrar believes on reasonable grounds
that the testing of an applicant for a practical driving test would present
undue danger to the applicant, the authorised examiner or a member of the
public, the Commissioner or the Registrar (as the case may be) may refuse to
conduct such a test.
