50—Members of the workforce must be competent
The safety case for a facility must describe the means by which the operator
will ensure that each member of the workforce at the facility has the
necessary skills, training and ability—
(a) to
undertake routine and non-routine tasks that might reasonably be given to
them—
(i)
in normal operating conditions; and
(ii)
in abnormal or emergency conditions; and
(iii)
during any changes to the facility; and
(b) to
respond and react appropriately, and at the level that might be reasonably
required of them, during an emergency.
