Despite anything in rule 264 (Wearing of seatbelts by drivers), the
driver of a motor vehicle that is moving, or is stationary but not parked, is
not required to comply with that rule if the driver is occupying a driver's
seating position but is exempt from wearing a seatbelt under rule 267
(Exemptions from wearing seatbelts).
