10—Amendment of section 6—Conditions of membership

        (1)         Section 6(1)—delete "the Authority" and substitute:

the Council

        (2)         Section 6(2)—delete "the Authority" and substitute:

the Council

        (3)         Section 6(3)—delete "the Authority" and substitute:

the Council

        (4)         Section 6(4)—delete subsection (4) and substitute:

        (4)         An act or proceeding of the Council is not invalid by reason only of a vacancy in its membership or a defect in the appointment of a member.
