A person who—
(a) has
applied for approval as a hydroponics industry employee in accordance with
section 17; and
(b) has
not previously been refused approval under section 17 or had his or her
approval revoked; and
(c) is
not a person who must be refused approval under section 17(4)(a), (b)
or (d),
may carry out prescribed duties in relation to the sale of prescribed
equipment by retail as if he or she were approved as a hydroponics industry
employee under section 17, until the day on which the Commissioner
determines the person's application.
