20—Amendment of section 154—Separate rates

        (1)         Section 154(2)(b)—delete "under or with the approval of the Minister,"

        (2)         Section 154(2)—after paragraph (b) insert:

            (c)         a fixed charge.

        (3)         Section 154(3)—delete subsection (3)
