4—Amendment of section 21—Membership of panel

        (1)         Section 21(2)—delete subsection (2) and substitute:

        (2)         The membership of the panel is to be determined in accordance with the regulations.

        (2)         Section 21(3)—delete "subsection (4)" and substitute:
