will ensure that there is in place, or will be put in place, a method
of—
(a)
securing, supplying, and monitoring the use of, therapeutic drugs on the
facility; and
(b)
preventing the use on the facility of—
(i)
controlled substances (other than therapeutic drugs); and
(ii)
intoxicants.
