(1) Every member of
the board appointed by the Governor shall be appointed for a term of three
years, and may, from time to time, at the expiration of his term of office, be
reappointed for a further term of three years.
(2) Whenever a vacancy
occurs in the office of either of such members, whether by the expiration of
the member's term of office or otherwise, the Governor shall appoint a member
to fill the vacancy: Provided that the member appointed to fill a vacancy
caused otherwise than by the expiration of the term of office of a member
shall hold office only for the unexpired portion of the term of office of the
member in whose place he is appointed, and any retiring member shall hold
office until his successor is appointed.
