(1) In this
Part—
"forest manager", in relation to a commercial forest, means the person who has
effective control of the forest vegetation that makes up the forest, either as
the owner or occupier of the land on which the vegetation is growing or as
owner of the forest vegetation under a forest property (vegetation) agreement
under the Forest
Property Act 2000 .
(2) In this Part, a
reference to harvesting does not include any activity prescribed by the
regulations for the purposes of this subsection.
