224—Determination of costs and expenses
(1) A reference in
this Act to the costs of an authority under this Act in taking action or
performing work includes a reference to expenses incurred in taking the action
or performing the work.
(2) The costs and
expenses of an authority under this Act in taking action or performing work
must be determined by reference to the costs and expenses that would have been
incurred if an independent contractor had been engaged to take the action or
perform the work.
