FACT SHEET Tasmanian Early Years Foundation (Winding-up) Bill 2016 The Tasmanian Early Years Foundation (TEYF) was established under the Tasmanian Early Years Foundation Act 2005 as a not-for-profit organisation to support the wellbeing, learning and development of Tasmania’s young children (aged 0 to 6 years). The TEYF is managed by a 10 member Board. In addition to the seven community members on the Board, ex-officio members include the Secretary of the Department of Premier and Cabinet, the Secretary of the Department of Health and Human Services and the Commissioner for Children. As part of the 2014-15 State Budget the Government listed the TEYF Board as one of the boards to be abolished as part of the Government’s commitment to reduce spending on boards and committees. The Tasmanian Early Years Foundation (Winding-up) Bill 2016 winds up the TEYF and dissolves the Board. The Bill also addresses the necessary transitional arrangements regarding the affairs of the TEYF and, in particular: the transfer of assets and liabilities form the TEYF to the Crown; the transfer of any contracts entered into by the TEYF that have not been performed or discharged prior to its being dissolved ; responsibility for any legal proceedings by or against the TEYF; and instructions on how to report and acquit the TEYF’s financial and other commitments. The Bill transfers Ministerial responsibility from the Minister for Education and Training to the Premier. The Department of Premier and Cabinet will have responsibility for the administration of the transitional arrangements of the TEYF. Page 1 of 1
