(1) An elector who is entitled to vote at an election in a division may vote by postal vote if he or she (a) expects to be unable to attend a polling place on polling day; or(b) is an elector whose address is not included on the roll pursuant to section 36(5) .(2) When applying for a postal vote, an elector entitled to do so under subsection (1)(a) is to make a declaration that he or she is unable to attend a polling place on polling day.
