(1)  The Secretary is to determine an application for a licence –

(a) by granting the application and issuing an industrial hemp licence or a special research licence to the applicant; or

(b) by refusing the application.

(2)  The Secretary is to give the applicant written notice of the determination of the application and, if the application is refused, written reasons for the refusal.
