(1)  A person may apply to the Secretary for an industrial hemp licence or a special research licence.

(2)  An application must –

(a) be in a form approved by the Secretary; and

(b) be accompanied by the prescribed fee; and

(c) contain such other information, and be accompanied by such other records, as the Secretary may require to determine the application.
