(1) A person must not manufacture a controlled drug (a) with the intention of selling the controlled drug; or(b) in the belief that another person intends to sell the controlled drug.Penalty: Imprisonment for a term not exceeding 21 years.(2) If it is proved in proceedings for an offence under subsection (1) that the accused manufactured a trafficable quantity of a controlled drug, it is presumed, unless the accused on the balance of probabilities proves otherwise, that the accused had the relevant intention or belief concerning the sale of the manufactured drug required to constitute the offence.(3) . . . . . . . .
