(1) The Public Account is liable to make good to the suitors of the Supreme Court all funds in court.(2) If the Chief Justice certifies to the Treasurer in writing that the Registrar has failed to pay any money in court or transfer or deliver any securities in court required by law or by order of the Court or a judge to be paid, transferred or delivered by him or has been guilty of any default with respect to any such moneys or securities the Treasurer shall pay out of the Public Account, which to the necessary extent is hereby appropriated, to such persons as are named by the Chief Justice in the certificate such sums as the Chief Justice certifies in writing to be required for the purpose of paying the money so required to be paid or of replacing the securities so required to be transferred or delivered or of making good the default.
