An appeal is to be instituted (a) by filing the original notice of appeal and one copy in a registry; and(b) by serving a copy of the notice of appeal on the registrar, chairperson, secretary or other similar officer of the tribunal which made the determination; and(c) unless a judge otherwise orders, if a person other than the appellant appeared before or was heard by the tribunal in the proceedings in which the determination was made, by serving a copy of the notice of appeal on that person.
