This Part applies to the service on a person in the State of any document in connection with civil or commercial proceedings pending before a court or other tribunal in a foreign country, other than a Hague Convention country, if the Principal Registrar receives (a) a letter from the court or tribunal requesting service on the person in the State and (i) it is in accordance with a Convention; or(ii) it is not in accordance with a Convention and the Attorney-General certifies that effect ought to be given to it; or(b) a letter from the consular or other authority of the foreign country requesting service on the person in the State and the request is in accordance with a Convention.
