Section 23 of the Principal Act is amended as follows:

(a) by omitting from subsection (1) "Board" three times occurring and substituting "Authority" ;

(b) by omitting from subsection (2)(a) "Board" and substituting "Authority" ;

(c) by omitting from subsection (2)(c) "he has given his approval for the application to be made to the Board; and" and substituting "he or she has given approval for the application to be made to the Authority; and" ;

(d) by omitting from subsection (3) "Board" twice occurring and substituting "Authority" .
