(1) In dealing with a complaint in respect of a judicial officer, the council (a) is not limited to the matters raised in the initial complaint; and(b) may consider other matters in relation to the judicial officer, as part of the complaint, if those other matters arise during the examination of a complaint.(2) If, in examining a complaint in respect of a judicial officer, a matter which might constitute grounds for a complaint in respect of another judicial officer comes to the attention of the council, the council may treat those grounds as a complaint in respect of the other judicial officer.(3) A power to dismiss a complaint includes a power to dismiss a part of a complaint.
