Section 60(2) of the Principal Act is amended by omitting paragraph (b) and substituting the following paragraphs:

(b) a person who carries out an activity authorised by a licence that has been leased, sub-leased or lent under section 87 ; or

(ba) a person who carries out any activity specified in subsection (1) , other than taking fish by spear or diving, under the supervision of the holder of a fishing licence or a supervisor; or
