Section 60C of the Principal Act is amended by omitting subsections (8) and (9) and substituting the following subsection:(8) A project that is to be situated on an area of land may be declared to be a project of regional significance even though a use or development that is proposed to form part of the project is prohibited under a planning scheme that applies in relation to the land, but only if the use or development would be consistent with a regional land use strategy that applies in relation to the land.
