(1)  The functions of the Authority are as follows:

(a) to ensure the safe operation of vessels;

(b) to provide and manage marine facilities;

(c) to manage environmental issues relating to vessels.

(2)  The Authority has power to do anything necessary or convenient to be done in connection with the performance of its functions.
