Section 84(1) of the Principal Act is amended as follows:

(a) by omitting from paragraph (a) "of a category" ;

(b) by omitting from paragraph (b) "land." and substituting "land; and" ;

(c) by inserting the following paragraph after paragraph (b) :

(c) to enter on, or carry out mining operations on, private land within the mining lease if a compensation agreement is in force with the owner or occupier of that land.
