(1) The Panel may serve a warning notice on a person if the Panel reasonably believes that the person (a) has committed an offence under this Act; and(b) has not previously been convicted of an offence under this Act.(2) A warning notice under subsection (1) is to be in a form approved by the Panel.(3) A person on whom a warning notice has been served under this section in respect of an offence may not be prosecuted in respect of the offence unless the warning notice has been withdrawn by the Panel.
