Section 20 of the Principal Act is repealed and the following section is substituted:

20.     Requirements for issue of perpetual taxi licences

The Commission must not issue a new perpetual taxi licence for a taxi area unless the applicant has been given information on the operation of a taxi business as mentioned in section 26 .
