AMBULANCE SERVICE (NON-EMERGENCY PATIENT TRANSPORT) REGULATIONS 2019 (S.R. 2019, NO. 57) - REG 6

Assessment of patients
(1)  An assessment of a person under regulation 5(1)(c) must determine, in the opinion of the person performing the assessment, if –
(a) the vital signs of the person are considered stable and normal for the person; and
(b) the person is a low-acuity patient or medium-acuity patient; and
(c) the person is unlikely to deteriorate while being provided with non-emergency patient transport services; and
(d) the person does not have any medical needs that are acute or time-critical.
(2)  A person performing the assessment of another person under regulation 5(1)(c) may determine, as part of that assessment, that –
(a) the other person requires a clinical escort to provide care and clinical observation of the person while the person is provided with non-emergency patient transport services; and
(b) the clinical escort so required must have specific qualifications, skills or experience to escort the other person; and
(c) the NEPT vehicle used to provide the non-emergency patient transport services is to be equipped with specific equipment while providing those services to the other person.
(3)  A person performing the assessment of another person under regulation 5(1)(c) must determine under subregulation (2)(a) that the other person requires a clinical escort if the other person requires clinical care and monitoring that is more than a basic level of care and observation.
(4)  A person performing the assessment of another person under regulation 5(1)(c) is to make a written record of –
(a) that assessment of the other person; and
(b) the determinations made as a result of that assessment; and
(c) if a clinical escort for the other person is required to have specific qualifications, skills or experience, details of those requirements; and
(d) if an NEPT vehicle is required to be equipped with specific equipment, details of that equipment.
(5)  A written record under subregulation (4) is to be in an approved form.
(6)  If an assessment of a person under regulation 5(1)(c) is performed at a health facility, the written record of that assessment under subregulation (4) must be endorsed by a medical practitioner or the most senior registered nurse employed, and available, at the health facility.
(7)  If an assessment of a person under regulation 5(1)(c) is inconsistent with a relevant assessment of that person by an approved service responsible for medical triage, the assessment of the approved service prevails to the extent of the inconsistency.
(8)  For the purposes of subregulation (7) , an assessment of a person by an approved service is a relevant assessment in respect of the person if the assessment is performed –
(a) before the person is provided with the non-emergency patient transport services for which he or she is being assessed under regulation 5(1)(c) ; and
(b) within a reasonable period of the assessment of the person under regulation 5(1)(c) .
