Regulation 190 of the Principal Regulations is amended as follows:

(a) by omitting from subregulation (1) "A Competent Authority" and substituting "The Secretary" ;

(b) by omitting from subregulation (3) "Competent Authority" first occurring and substituting "Secretary" ;

(c) by omitting from subregulation (3)(a) "it grants" and substituting "granted" ;

(d) by omitting from subregulation (4) "Competent Authority" and substituting "Secretary" ;

(e) by omitting from subregulation (4)(a) "it has" and substituting "has been" .
