(1)  A person must not prepare or fire explosives in any circumstances or in any manner likely to cause injury to a person or damage to property.

Penalty:  Fine not exceeding 10 penalty units.

(2)  A person must not make up an explosive charge or otherwise handle explosives if that person is –

(a) smoking; or

(b) under the influence of alcohol or a drug; or

(c) carrying a naked flame or light or other means of ignition.

Penalty:  Fine not exceeding 10 penalty units.
