Regulation 6 of the Principal Regulations is rescinded and the following regulation is substituted:

6.     Proportional rate

For the purposes of section 65(b) , the amount of a grant is determined by the following proportional rate:

(a) for kindergarten students –
(i) financial year 1998/1999	1:0.5
(ii) financial year 1999/2000	1:0.75
(iii) subsequent financial years	1:1
(b) for primary school students	1:1
(c) for secondary students (Years 7-10)	1:1.3
(d) for post compulsory education   students (after year 10)	1:1.75
