(1)  For the purposes of conducting a transmission revenue cap investigation but subject to these regulations, the Regulator may do anything he or she considers necessary or convenient.

(2)  Subject to these regulations, the Regulator may conduct a transmission revenue cap investigation in the manner he or she considers appropriate and, in particular, may –

(a) consult with any person; and

(b) receive submissions from those persons he or she considers appropriate; and

(c) hold seminars; and

(d) conduct workshops.

(3)  In conducting a transmission revenue cap investigation, the Regulator is not bound by rules of evidence but may inform himself or herself of any matter in any manner he or she considers appropriate.
