GAS (SAFETY) REGULATIONS 2002 (S.R. 2002, NO. 78) - REG 3

Interpretation
(1)  In these regulations, unless the contrary intention appears –
Act means the Gas Act 2000 ;
AG 603 means AG 603-Gas Distribution Code published by The Australian Gas Association, as in force from time to time (including any code or standard having effect under that Code);
AG 606 means AG 606-Preparation of a Safety and Operating Plan for Gas Networks published by The Australian Gas Association, as in force from time to time (including any code or standard having effect under that Plan);
AS 1375 means AS 1375-Industrial Fuel Fired Appliances Code published by The Australian Gas Association, as in force from time to time (including any code or standard having effect under that Code);
AS 1596 means AS 1596-LP Gas-storage and handling published by the Standards Association of Australia, as in force from time to time (including any code or standard having effect under that standard);
AS 1697 means AS 1697-Gas Pipeline Code published by The Australian Gas Association, as in force from time to time (including any code or standard having effect under that Code);
AS 2885 means AS 2885-Pipelines-Gas and liquid petroleum published by the Standards Association of Australia, as in force from time to time (including any code or standard having effect under that standard);
AS 3723 means AS 3723-Installation and maintenance of plastic pipe systems for gas published by the Standards Association of Australia, as in force from time to time (including any code or standard having effect under that standard);
AS 3814/AG 501 means AS 3814/AG 501-Industrial and Commercial Gas-fired Appliances published by The Australian Gas Association, as in force from time to time (including any code or standard having effect under that standard);
AS 5601/AG 601 means AS 5601/AG 601-Gas Installations published by The Australian Gas Association, as in force from time to time (including any code or standard having effect under that standard);
AS/NZS 4360 means AS/NZS 4360 Risk Management published jointly by the Standards Association of Australia and the Standards Association of New Zealand, as in force from time to time (including any code or standard having effect under that standard);
AS/NZS 4801 means AS/NZS 4801 Occupational health and safety systems – Specification with guidance for use published jointly by the Standards Association of Australia and the Standards Association of New Zealand, as in force from time to time (including any code or standard having effect under that standard);
consumer piping means a system of pipes, fittings, components and equipment which conveys gas downstream from the gas supply point;
Director means the Director of Gas Safety;
distribution system operator means a gas entity authorised by a licence to carry on the operation of a distribution system;
gas fitting work means work carried out in connection with the installation, commissioning, relocation, repair, modification or maintenance of a gas installation or any part of a gas installation;
heating value of natural gas means the heat, measured in megajoules per standard cubic metre, produced in the combustion of the gas at a constant pressure of 101.325 kPa absolute of dry gas in gaseous oxygen to form gaseous carbon dioxide and liquid water;
hot-tapping work means the connection of a pipe to consumer piping which contains gas under pressure;
liquefied petroleum gas means a hydrocarbon fluid composed predominantly of one or more of the following hydrocarbons:
(a) propane (C 3 H 8 );
(b) propene (propylene) (C 3 H 6 );
(c) butane (C 4 H 10 );
(d) butene (butylene) (C 4 H 8 );
lower explosive limit means the minimum concentration of vapour, gas or dust in the atmosphere that will produce a flame;
relative density of natural gas means the mass in kilograms of a standard cubic metre of the gas divided by the mass in kilograms of a standard cubic meter of dry air;
retailer means a gas entity authorised by a licence to carry on the retailing of gas;
safety-critical work means work which may –
(a) adversely affect the safety of a facility; or
(b) increase the risk of injury to any person;
serious bodily injury or illness means an injury or illness that disables a person to the extent that, as a consequence of that injury or illness, the person is subject to a period of admission to hospital as an in-patient;
standard cubic metre means the quantity of dry gas at 15 degrees C temperature and 101.325 kPa absolute pressure enclosed in one cubic metre.
(2)  For the purposes of a regulation referring to installation of Type B appliances, a reference to AS 3814/AG 501 or AS 5601/AG 601 is to be read as if any requirement for approval of the Authority were a requirement for approval of the distribution system operator whose system it is.
