(1)  An operator must not carry out a petroleum activity unless there is an environment plan for the activity.

Penalty:  Fine not exceeding 80 penalty units.

(2)  This regulation does not affect any requirement under the Petroleum (Submerged Lands) (Management of Safety on Offshore Facilities) Regulations 2002 for a consent to construct and install, or a consent to use, a facility.
