(1) The safety case for a facility is to contain a detailed description of a fire and explosion risk analysis.(2) The fire and explosion risk analysis is to (a) identify the types of fires and explosions that could occur at the facility; and(b) consider a range of measures for detecting those fires and explosions in the event that they do occur; and(c) consider a range of measures for eliminating those potential fires and explosions, or otherwise for reducing the risk arising from fires and explosions; and(d) consider the incorporation into the facility of both automatic and manual systems for the detection, control and extinguishment of (i) outbreaks of fire; and(ii) leaks or escapes of petroleum; and(e) consider a range of means of isolating and safely storing hazardous substances, such as but not limited to fuel, explosives and chemicals, that are used or stored at the facility; and(f) consider the evacuation, escape and rescue analysis, in so far as it relates to fires and explosions; and(g) identify, as a result of the above considerations, the technical and other control measures necessary to reduce the risks associated with fires and explosions to a level that is as low as reasonably practicable.
