If it appears to the Board that a person entitled to receive a benefit or other payment under this Part is unable to make reasonable judgments as to the management of his or her affairs, the Board may withhold payment of the benefit or other amount due for a period of 30 days or for such longer period as may be directed by the Guardianship and Administration Board.
