(1)  Subject to subregulation (2) , a bookmaker who offers odds against a competitor must not refuse to accept a bet at starting price for a sum not exceeding $5 in respect of that competitor if a bettor demands to place such a bet with the bookmaker.

Penalty:  Fine not exceeding 25 penalty units.

(2)  A bookmaker is not obliged to accept more than one bet at starting price in any one race from any one bettor.
