Regulation 90 of the Principal Regulations is rescinded and the following regulation is substituted:90. Leading horses from horse-drawn vehicles
(1) A person who is driving a horse-drawn vehicle on a public street must not lead a horse unless the horse being led is fitted with a halter that (a) is securely fastened to the back of the vehicle; and(b) prevents that horse from moving the foremost part its head more than 1.2 metres away from the vehicle.Penalty: Fine not exceeding 5 penalty units.(2) A person must not cause or permit another person to lead a horse on a public street contrary to subregulation (1).Penalty: Fine not exceeding 5 penalty units.
