Where the wheel load, single axle load, axle group load or aggregate axle load of a vehicle or combination is determined by a police officer or an authorised officer in accordance with regulation 23 , the officer must issue to the driver of the vehicle a certificate showing particulars of the wheel load, single axle load, axle group load or aggregate axle load, as the case may be, of the vehicle or combination if –

(a) the officer reasonably believes that an offence against these regulations has been committed; or

(b) the driver of the vehicle requests a certificate.
