Aerodrome Landing Fees Bill Victorian Legislation and Parliamentary Documents Circulation Print EXPLANATORY MEMORANDUM General The purpose of the Bill is to provide for the fixing of a fee by an aerodrome operator for certain matters and for other purposes. Clause Notes Clause 1 sets out the purpose of the Bill. Clause 2 provides for the Bill to come into operation on a day to be proclaimed, but no later than 1 January 2004. Clause 3 defines the following terms-- · aerodrome; · aircraft; · Aircraft Register; · Civil Aviation Regulations; · holder of the certificate of registration; · operate; · training flight approach. Clause 4 explains that the Bill binds the Crown in right of Victoria and its other capacities. Clause 5 explains that the Bill does not affect an aerodrome operators powers, rights and obligations to charge fees. Clause 6 outlines the services and activities an aerodrome operator may fix fees for. Clause 7 specifies the liability for fees owing to an aerodrome and provides for transfer of liability. Victorian Legislation and Parliamentary Documents Clause 8 expresses the aerodrome operator's legal right to recover debts through court proceedings from the liable party. Clause 9 provides powers to the Governor-in-Council to make regulations in relation to this Bill. 2
