              EXPLANATORY MEMORANDUM


Clause 1   sets out the purpose of the Act.

Clause 2   provides for the Act to come into operation on the day after the
           day on which it receives the Royal Assent.

Clause 3   refers to Part VII of the Labour and Industry Act 1958 and
           repeals the heading "Division 1--Carriage of Goods".
