              EXPLANATORY MEMORANDUM


                               Clause Notes
Clause 1   sets out the purpose of the Bill. The purpose of the Bill is to
           amend the Multicultural Victoria Act 2004 to--
             ·      enhance the functions of the Victorian Multicultural
                    Commission;
             ·      provide for the appointment of a Director and other staff
                    of the Victorian Multicultural Commission;
             ·      amend the reporting requirements of Government
                    Departments in the area of multicultural affairs;
             ·      make other minor amendments.

Clause 2   provides for the Bill to come into operation on the day after the
           day on which it receives the Royal Assent.

Clause 3   defines the Multicultural Victoria Act 2004 as the Principal
           Act.

Clause 4   makes a minor amendment to the principles of multiculturalism.

Clause 5   inserts further functions of the Commission, including a function
           to facilitate community input with respect to meeting the
           objectives of the Commission and a function to provide
           information and advice in the area of multicultural affairs to
           Government Departments and other relevant bodies as necessary.

Clause 6   provides for the employment of a Director and other staff of the
           Commission.

Clause 7   provides that the Director of the Commission may also be
           appointed to be the Deputy Chairperson of the Commission.

Clause 8 amends the current reporting requirements of Government Departments in the area of multicultural affairs and inserts further reporting requirements. Clause 9 provides for the automatic repeal of this amending Act on the first anniversary of its commencement. The repeal of this Act does not affect in any way the operation of the amendments made by this Act (see section 15(1) of the Interpretation of Legislation Act 1984). 2
