(1) There may be employed under Part 3 of the Public Administration Act 2004 any employees with the appropriate expertise and experience that are necessary to assist the Senior Practitioner in the performance of the Senior Practitioner's powers, duties and functions under this Act.

(2) Subject to the approval of the Secretary, the Senior Practitioner may enter into agreements or arrangements with a person or body for the purpose of obtaining appropriate expertise to assist the Senior Practitioner in the performance of the Senior Practitioner's powers, duties and functions under this Act.
