DOMESTIC BUILDING CONTRACTS ACT 1995 - SECT 55

VCAT may only make an order to resolve a domestic building dispute on the application of—

        (a)     a party to the dispute; or

        (b)     the Director acting on behalf of one or more building owners who are parties to the dispute.
