(1) Without derogating from any other functions or powers of Safe Transport Victoria under any other Act, Safe Transport Victoria may do all things that are necessary or convenient to enable Safe Transport Victoria to carry out its functions, including, but not limited to, the powers specified in Schedule 1.

(2) Despite subsection (1), Safe Transport Victoria must not exercise any of its powers in a way that is inconsistent with the regulations.
