PIPELINES ACT 2005 - SECT 14

A person must not construct a pipeline unless a licence to construct and operate that pipeline has been issued under this Act.

Penalty:     In the case of a natural person, 240 penalty units;

In the case of a body corporate, 1200 penalty units.
